The prisoner may be pardoned because of his poor health

After the intervention of influential international human rights
organizations, the Azerbaijani government has started to take
seriously the health of Alikram Humbatov [former leader of the
self-proclaimed Talysh Mugan Republic], who was sentenced to life
imprisonment. On Novruz Bayram, his mother was to have met him in
Bayil prison, but Humbatov was transferred to the prison hospital and
the meeting did not take place. His defence lawyer, Elchin Gambarov,
who met the prisoner several days ago, said that Humbatov was in the
final stages of tuberculosis and his condition had worsened a little.
The prison doctor advised the prisoner to eat food rich in calories.
But this is not possible in prison as there are considerable
restrictions by law on deliveries of food to prisoners serving life
sentences. During the meeting Humbatov told his lawyer that officials
had suggested that he appeal to the head of state to pardon him.
Humbatov rejected the suggestion, as he does not consider himself to
be guilty. The prison employees have noted his refusal to appeal in
his records. Nevertheless, it is thought that the head of state will
pardon Humbatov because of his poor health.
