Summary of Project

New Diasporas of Eastern Europe.
State Policy with respect to Compatriots and Legal Aspects for
Regulation and Status of National minorities in Hungary, Ukraine
and Russia.

Seeking a Solution

The stability of new independent countries as well as the future
of Eastern Europe and post-soviet regions in many respects depend
on shared and independent decisions concerning the problems of the
new Eastern European Diasporas as well as their socio-political and
economic adaptation to historic change.

Decisions related to the problems of the new Diasporas propose a
working solution to civilized state and foreign policy with respect
to compatriots as well as internal policy with respect to national
minorities.

Goal of the Project

1) Fundamental comparative research concerning existing state
policy with respect to compatriots and national minorities in
Russia, Ukraine, and Hungary.

2) Legal and socio-economic analysis and evaluation of the
national minorities in corresponding countries.

Tasks of the Project

1. Review and survey state policy and concepts with respect to
compatriots in Russia, Ukraine, and Hungary. Define goals and tasks
of present state policy.

2. Analyze legal rules and their basis within state policy with
respect to compatriots abroad in the named countries;

3. Analyze the history and experience of state policy in Hungary,
as well as in Russia and Ukraine with respect to compatriots
abroad.

4. Analyze the socio-economic condition and circumstances
situation including the legal status of national minorities in
Russia, Ukraine, and Hungary.

5. Research the peculiarities of state policy with respect to
compatriots and national minorities in federation states, such as
legal rules and practices in the regions of Russian Federation.

6. Learning about and becoming acquainted with the interested
state, related public organizations, and the making decisions
collectively with individuals from the results of the research on
the project.

7. Clarification and interpretation of the primary results of the
project within the media.

Recommendations by experts as a result of working on the project
can be essential to creating state policy in Russia and Ukraine
concerning compatriots.

Project Terms for 1998 Session

Project Results:

1. Conducting international symposiums in Budapest (Policy with
respect to compatriots, approximately on May, 1998); Kiev (Policy
with respect to National Minorities, approximately on September,
1998); and Moscow (Peculiarity of the Policy with respect to
┬ompatriots and National Minorities in Federal State, approximately
on December, 1998).

2. Publication of symposium materials and original research.

3. Preparation of joint conclusions from the reports by experts
from Russia, Ukraine and Hungary.
