Human Rights Watch seeks Moscow Office Director

Human Rights Watch, the largest U.S.-based international human rights
organization, seeks a director for its Moscow office to monitor human
rights in Russia, Belarus, and Ukraine, and to represent Human Rights
Watch's Europe and Central Asia division in all aspects of our work in
the region, and manage a small office staff. The director will work
closely with Human Rights Watch's New York-based Russia researcher.

DESCRIPTION: The Moscow office director will investigate human rights
developments in Russia, Belarus and Ukraine, in order to publicize and
curtail human rights abuses, through writing and advocacy. The
director is Human Rights Watch's spokesperson in the region, and
representative in the international community. Responsibilities will
include taking testimony on human rights violations; writing reports,
newsletters, and press statements on human rights concerns; bringing
human rights violations to the attention of the governments of the
target countries, the United States, EU and OSCE member states, and
international organizations; working with local groups and activists;
expanding contacts with government officials and human rights groups
in the target countries, the media, and international organizations
based in the region, such as the OSCE, the United Nations, and
international financial institutions; developing strategies together
with relevant staff of Human Rights Watch's Moscow, New York and
Brussels offices for putting pressure on the target countries to curb
abuses; and overseeing the financial and administrative aspects of the
Moscow office.

FOR THE FIRST YEAR THE SUCCESSFUL CANDIDATE WILL SERVE AS RESEARCHER
ON RUSSIA, BELARUS, AND UKRAINE UNDER THE SUPERVISION OF THE CURRENT
MOSCOW OFFICE DIRECTOR. UPON HIS DEPARTURE IN AUGUST 2002, THE
RESEARCHER WILL ASSUME THE TITLE AND FULL RESPONSIBILITIES OF THE
MOSCOW OFFICE DIRECTOR.

QUALIFICATIONS: An advanced degree in law, international relations,
regional studies, journalism, or a related field; several years of
human rights experience, ideally in one or more of the target
countries; and a demonstrated commitment to international human
rights. The Moscow office director will be based in Moscow, Russia,
and should be prepared to travel extensively in the region and
occasionally to New York and Western Europe for consultations. He or
she should have a fluent command of Russian; excellent writing and
communications skills in English, and a background in related regional
studies.

SALARY AND BENEFITS: Salary is negotiable, depending on experience.
Human Rights Watch offers an excellent package of benefits, including
