STATEMENT FOR PRESS

Adoption on 25 May, 2000 by the Parliament of the Republic of
Kyrgyzstan (Zhogorku Kenesh) of the Law on assigning the status of the
official language to the Russian language, was highly evaluated in
Moscow. Along with the recent Decree of the President of Kyrgyzstan
A.A.Akayev which envisages additional measures to regulate the
migration processes in the republic, this decision of the Kyrgyz
Parliament widens the legislative basis for improvement of the
conditions for Russian-speaking citizens and guarantees equality of
all nations and nationalities in the country. These measures will no
doubt entail reduction of out-migration of ethic Russians, and
facilitate further integration of Kyrgyzstan into the world community.
Growing attention to the Russian language and the situation of the
Russian population confirms in practice the striving of the Kyrgyz
authorities to effective implementation of the strategy proclaimed by
A.A.Akayev "Kyrgyzstan is our common home". This is an important
factor of preservation of inter-ethnic peace and stability in the
country, and a pattern worth following by other post-Soviet states.

On the status of the Russian language in Kyrgyzstan.  

Bishkek. The President of Kyrgyzstan Askar Akayev has signed the law
on assigning the official status to the Russian language adopted
yesterday by the republic's parliament. After the ceremony the head of
the state said that "it was a historical event the country was
approaching almost seven years since the adoption of the
Constitution". Akayev considers that from now on the Russian language
will play more important role in Kyrgyzstan than only official
language, for it recognised also as a language of inter-ethnic
communication. "The Russian language will become a cementing factor in
our republic and will facilitate inter-ethnic cohesion, as well as
will be a guarantee of the country's peace and prosperity in the next
century".

statement stresses that the decision taken by the Kyrgyz Parliament
